© UNICEF/UN060490/Sokhin (Chinese version only) 「難民」對很多香港人來說,可能遙遠又抽象,但現時全球流離失所的人數已創下歷史新高,突破6,560萬人,差不多等於十個香港的總人口。難民問題迫切且嚴重,此外,亦有近5,000萬名兒童離鄉別井,其中有2,800萬名兒童更是因衝突被迫逃離家園。 在6月20日世界難民日前夕,聯合國兒童基金會(UNICEF)宣佈委任19歲的穆宗(Muzoon Almellehan)為國際親善大使。穆宗不僅是UNICEF史上最年輕的親善大使、也是UNICEF首位有「難民」身份的大使。 穆宗與已故巨星柯德莉夏萍一樣,在困境中接受過UNICEF的幫助,之後成為親善大使,積極推動及實現兒童權利。她說:「即使我是兒童時,都很清楚教育是指引我未來的關鍵,因此,我逃離敘利亞時都帶着課本。作為難民,我常常目睹兒童被迫早婚或淪為童工,被剝削教育機會,失去美好的將來。因此我非常榮幸能夠成為UNICEF國際親善大使,為那些兒童發聲,讓他們獲得支持、重返校園。」 根據UNICEF的資料,難民兒童及青少年失學的機會比非難民同齡人士高出五倍。難民流離失所的時間平均長達17年,意味一些難民兒童整個童年將在顛沛流離中渡過。其實很多難民兒童的希望很簡單,就是安全、穩定的生活,與其他兒童一樣,跟家人團聚、上學接受教育。他們冒着生命危險四處遷徙,只是希望得到改變命運的機會。 為協助飄泊無根的兒童,UNICEF提出六項重點計劃,包括:為流離失所的兒童提供教育及健康支援;保護流離失所的兒童免受剝削和暴力對待;尋求實際可行的替代方法, 避免監禁難民和移民兒童;讓兒童與家人團聚,並給予兒童合法身份;從根源解決兒童流離失所的問題;解決仇外心理和歧視的問題等。願更多難民兒童都能像穆宗一樣熬過重重困境,逃出生天,獲得更美滿的人生。 原文刊登於2017年7月13日《星島日報》「放眼世界」「攜手為兒童」專欄
