UNICEF HK Welcomes Child-Focused Measures in 2025 Policy Address

18 September 2025, Hong Kong –– Hong Kong Committee for UNICEF (UNICEF HK) welcomes the initiatives aimed at enhancing the welfare of children and youth, as outlined in the Chief Executive's 2025 Policy Address, including:
- Inject $180 million into the Child Development Fund to continue implementing projects promoting the long-term development of upper primary students from disadvantaged communities.
- Set up six additional Community Living Rooms (CLRs). Together with the nine CLRs already launched, they are expected to benefit about 7000 subdivided unit households, serving over 1.4 million attendances.
- Enhance the School-based After School Care Service Scheme by uncapping the number of places to expand support for primary students and parents in need.
- Set up fifteen new aided child care centres over the next three years to provide about 1,500 day care service places for children between birth and three years old.
- Regularise the three-tier emergency mechanism in secondary schools and extend it on a trial basis to Primary Four to Six students to strengthen support for those in need.
- Release the Blueprint for Digital Education in Primary and Secondary Schools in 2026. This will encompass strategies such as optimising the interface between primary and secondary curricula of Information Technology and I&T education, setting out an “AI literacy” learning framework, incorporating AI education into the core curriculum, enhancing AI training for teachers, etc.
UNICEF HK continues to work closely with the government and all sectors of society to promote and advocate the rights and well-being of every child, respond to children's needs in a timely and family-centred manner, and help Hong Kong move towards becoming a child-friendly city.
