聯合國兒童基金會呼籲籌集港幣172億元,幫助5,900萬名身在危難中的兒童

日內瓦/香港,2014年2月21日 —— 聯合國兒童基金會(UNICEF)今天發出呼籲,籌集約港幣172億(22億美元)善款,以在2014年向50個國家受暴力衝突、天災及綜合危急事件中的8,500萬人,包括5,900萬名兒童提供人道援助。

UNICEF appealed for almost US$2.2 billion to provide life-saving humanitarian assistance in 2014 to 85 million people, including 59 million children, who face conflict, natural disasters and other complex emergencies in 50 countries.

2014年2月21日,UNICEF緊急項目主任特德.柴班(Ted Chaiban)在瑞士日內瓦萬國宮,就針對兒童的人道主義行動2014發表講話。

「我剛從南蘇丹回來,那裡最近爆發的大規模衝突已奪去了數百萬名無辜兒童的生命,令超過40萬名兒童及其家庭無家可歸、超過320萬人需要人道援助。雨季即將來臨,我們必需提早準備救援物資和加強基本服務。據此,我們需要籌募緊急援助基金,防止大災難的爆發。」UNICEF緊急項目主任特德.柴班(Ted Chaiban)說。
「除了中非共和國及敘利亞有數百萬名兒童受國內衝突影響外,南蘇丹的兒童也正經歷衝突,迫切需要人道援助。目前,各新聞頭條都重點報道這些形勢複雜、資金不足的衝突與危機。但另一方面,世界各地還有很多國家和地區,局勢亦都相當嚴峻,包括阿富汗、哥倫比亞、剛果民主共和國、緬甸、索馬里、也門及其他UNICEF正發出緊急呼籲的國家,需要立即獲得資金及緊急人道救援。」柴班說。
UNICEF《針對兒童的人道主義行動報告2014》揭露身處人道危機中的兒童每天面對的挑戰,他們在生存和成長中所需要的支持,以及在最艱難的環境中,仍有望為這些兒童取得成果。
針對敘利亞及周邊地區的需要,UNICEF正籌集約港幣65億(8.35億美元)善款,提供疫苗接種、食水和個人衞生、教育和保護等援助;同時,加強社會凝聚力及建設和平,以建立一個更可持續發展的未來。

「兒童在危急事件中永遠都是最脆弱的一群,他們更容易遭受暴力、剝削、疾病和忽視。」柴班說,「然而,只要有足夠的支持,我們可以改善兒童的生活。UNICEF與合作伙伴正一起致力應對各種人道危機,包括非洲撒哈拉以南地區營養不良情況、也門安全飲用水和衞生設匱乏、海地爆發的霍亂、在阿富汗的襲擊兒童事件,以及在安哥拉發生的旱災。」

是次籌集得來的善款還會協助UNICEF與合作伙伴共同開展工作,通過加強國家應急系統及發展兒童和社區的抗逆力,增強社區未來應對衝突或自然災害的能力。

Guiuan is among the areas worst affected by Typhoon Haiyan. UNICEF is working to re-establish the cold chain to deliver vaccines to more than 1 million children in typhoon-affected areas. In mid-December 2013, UNICEF Executive Director Anthony Lake visited the Philippines, where government-led recovery and relief operations continue in the wake of the devastation caused by Typhoon Haiyan, which struck the country on 8 November. Some 14 million people – including 4 million who are displaced – have been affected by the storm, one of the strongest ever to make landfall. The storm (known locally as Yolanda) also destroyed homes, schools, hospitals, roads, communications and other basic infrastructure, and damaged power and water supply systems. Mr. Lake met with schoolchildren and with displaced people sheltering in an informal ‘tent city’ and also participated in a mass national campaign to immunize typhoon- affected children against measles and polio. Children are also receiving vitamin A to help boost their immunity during the campaign, which is supported by the World Health Organization, UNICEF and other partners. Mr. Lake also visited a UNICEF-supported child-friendly space providing psychosocial assistance for children traumatized by the disaster and a UNICEF warehouse serving as a distribution hub for supplies to affected areas. UNICEF has appealed for US $61.5 million for its typhoon response – including programmes in water, sanitation and hygiene, child protection, nutrition, health and education – through May 2014.

• 270萬名兒童獲得接受改善教育的機會,包括正式和非正式的教育;
• 190萬名患有嚴重急性營養不良的兒童獲得治療;

• 93.5萬名兒童獲得心理支持。

但是,一些國家如安哥拉、厄立特裡亞、萊索托和馬達加斯加,因為善款資金短缺、人道援助難以運送、局勢動蕩及救援運作環境險要,許多上述國家的人道需求尚未能滿足。UNICEF現呼籲非特定項目或危急事件的公眾捐款和支持,以助機構回應這些有極大人道需求,但仍未得到支持的危急事件。UNICEF亦會以創新方案解決及處理這些複雜事件,並在通常同時影響多國的大規模危急事件,加強救援及融合早期重建工作。
